Project and its Uniqueness: Making a Global Difference with Satellite Imagery
Tracking the world’s changing food supply is a vital function of the U.S. Department of Agriculture’s International Production Assessment Division. Under contract with the USDA IPAD (International Production Assessment Division), ASRC Federal InuTeq supports targeting, collecting, analyzing and disseminating relevant information on global crop production, crop statistics and food security.

The ASRC Federal InuTeq contract covers support for the IPAD decision support system and analytical reports based on remote sensing data and satellite imagery. IPAD provides global intelligence on agricultural production and impact of natural events such as cyclones, earthquakes, floods and droughts.

We are currently seeking a Technical Manager that meets these requirements:
• Bachelor of Science in a technical field; Master’s is desirable
• Proven track record directly interfacing with customer and building collaborative relationships with customers and teams
• Any background in systems engineering is a strong plus
• Ten years of Technical and/or Project Management experience with working knowledge in areas such as:
o remote sensing data and analysis
o satellite imagery and analysis
o geospatial data and commercial off-the-shelf products
o remote sensing data storage
o archiving access and display
o technical operations management and software development

Responsibilities:

• Managing budget and personnel to ensure cost efficient and quality products
• Coordinating staff efforts to align with customer priorities and requirements
• Meeting proactively with the customer to ascertain priorities and identify issues as well as be able to communicate customer’s vision and needs to development and analytical staff
• Monitoring and maintaining daily operations needed to produce daily, weekly, decadal, and monthly data visualization and analytical products
• Ensuring product generation has occurred within time limits specified by USDA/IPAD
• Ensuring the creation and maintenance of documentation for product generation, tools and applications, as well as data access and storage
• Monitoring infrastructure resources so that additional resources can be requested prior to any issues
• Working closely with USDA groups providing infrastructure for IPAD to ensure sufficient resources and coordinating those efforts
• Delivering monthly reports and ensuring timely and accurate invoicing of the customer
• Managing the imagery storage and access for the Satellite Imagery Archive
• Identifying hardware and software changes that would improve processing, storage, access and display of data (Business Process Improvement)
• Preparing level of effort estimates for new applications or larger requests
• Providing technical assistance to team integration meetings
• Providing documentation of processing operations and applications
• Resolving problems with “input data providers” or escalate issues to management
• Identifying, monitoring and updating licenses for specialized COTS software
