Job Description

Woolpert seeks a Senior GIS Analyst to work onsite at the United States Geological Survey (USGS) Wetland and Aquatic Research Center (WARC) in Lafayette, Louisiana.

Analyst will be part of a team developing and executing geospatial solutions that will help decision makers monitor and mitigate the impacts of US border wall construction on threatened and endangered species. Analyst will collect and catalog datasets, design models and analyses to be disseminated and visualized in a dashboard environment. Analyst is also required to create training materials and conduct training workshops for end users.

Requirements:
U.S. citizenship
Bachelor’s degree and five (5) years geospatial experience, OR four (10) years related experience in lieu of a degree.
Willingness and ability to undergo a pre-employment background check and drug screening
Extensive knowledge of Esri ArcGIS software and capabilities:
Five (5) years of experience using ArcGIS Desktop (ArcMap) or ArcGIS Pro
Three (3) years of experience using Portal for ArcGIS or ArcGIS Online
Five (5) years of experience in a role requiring:
Excellent communication and consulting skills with emphasis on client and team member engagement
Proven experience providing excellent customer service
Strong technical proficiency using Microsoft Office products
Excellent written and verbal communication skills for dynamic working environments
Attention to detail – proven experience meeting data quality assurance and accuracy standards
Strong organizational, time management and analytical skills
Ability to work independently, collaboratively as part of a team, and as a member of a large organization
Ability to offer constructive feedback and problem solving, as well as clear direction to support goals

Desired Qualifications:
Experience with National Land Cover Land Use, National Hydrologic Datasets Plus, or National Wetlands Inventory data
Experience mapping Threatened and Endangered species
Proficiency in processing and using geospatial imagery and LiDAR data
Experience with FGDC metadata
Experience developing web-based geospatial platforms

Responsibilities:
Create a digital catalog of all relevant datasets that will help decision makers monitor and mitigate the direct and indirect impacts of border wall construction on threatened and endangered species
Perform data quality assurance and control (QA/QC), ensuring compliance with contract deliverable requirements
Create a web-based platform with a landing page for all tools (data collection, analysis, dissemination) and training materials
Provide spatial analysis of datasets collected that identify and visualize the impacts of border wall construction to the wetlands, wildlife, habitats, and hydrology of the Lower Rio Grande Valley National Wildlife Refuge
Provide basic training materials for end users and conduct at least two (2) training workshops in person, or virtually via Teams if necessary. Training materials and workshop recordings will be distributed using the web-based platform.
Create and maintain FGDC-compliant metadata
Perform complex GIS data analysis, extraction (digitization), and geocoding processes
Utilize geospatial imagery, LiDAR, survey, and field collected data for project analyses
Migrate or convert legacy GIS, CAD, non-spatial, and tabular data to USGS or project standards
Maintain data for archival storage, record keeping, and inventory of source data and maps
Analyze current processes and recommend improvements or other best practice solutions
Work with data stewards and organization stakeholders to create innovative data and geoprocessing services for enterprise availability to all users
